That strange creature at the middle of this skyscraper is Alain Robert, the Spiderman. He is a nice casual French man with lots of broken bones (see). His style is like this, he rushes to a building and starts climbing up. Sometimes he is got caught by Police (see) sometimes they arrest him after he returns down (see).
