No surprise there. The law is not ‘accidental’. The law was written with malice and forethought compatible with the nature of the mullahs and the regime and it’s working quite effectively.
In fact, the entire system even the electoral process where you can only elec *selected candidate* by un-elected clergies (and you wonder why even bother with this charade. The answer is to avoid criticism by the International community under the guise of “election process” as the late Shah had to deal with toward the end) The whole thing is nothing but a fraud on a grandest of scale.
