It seems that he is man impersonating a woman in an anti-Sunni ceremony held by some Shias. The video is definitely taken in Iran, because people speak in Persian. It might be the celebration of the assassination of Umar, the respected Caliph of Sunnis. The title of the video in YouTube reads “Iran, the enemy of Islam and Muslims”, in Arabic. Somewhere at the middle, the voice sarcastically says “this girl does not have shame!”. Note how at the end he starts playing with his “breasts”. That’s when the crowd chant a sexist remark, causing the cleric to tell the man “sit down!”.

Your media tag doesn’t show this but interestingly in Utube site on top of the screen it says in arabic ” Iran the Enemy of Islam and Muslims”.
